Short Bio / Excerpt:
Dr. Christine Loh Kung-wai’s transition into executive government began in 2012 when she was appointed as the Under Secretary for the Environment for the Hong Kong SAR Government. Having spent decades as an independent legislator and a civil society outsider, her entry into the bureaucracy marked a critical shift toward institutionalizing her environmental reform agenda. Working under the CY Leung administration until 2017, she brought corporate logic and data-backed strategies to public policy, navigating the complex regional machinery to turn long-standing grassroots activism into enforceable government initiatives.
During her impactful ministerial tenure, Loh prioritized regional air quality, marine protection, and comprehensive resource management. She was a central architect behind the "Clean Air Plan for Hong Kong," which implemented stringent control measures on commercial vehicles, power plants, and marine vessels to drastically lower local pollution levels. Her office spearheaded pivotal cross-border collaborations with authorities in Guangdong to establish the Pearl River Delta Delta Emission Control Area, successfully mandating that ocean-going vessels switch to cleaner fuels while berthing. Furthermore, she championed major overhauls in local waste infrastructure and helped formulate the city's long-term Hong Kong Climate Action Plan.
Following her ministerial service, Loh’s governmental advisory role expanded into regional geopolitical frameworks. From April 2019 to March 2020, she was appointed as the Special Consultant to the HKSAR Chief Executive on Ecological Civilization and the Greater Bay Area. Embedded within the Policy Innovation and Co-ordination Office, her mandate focused on aligning Hong Kong’s infrastructure with Beijing's overarching "ecological civilization" doctrine. In this role, she drafted strategic development pathways to bridge cross-border environmental regulations, ensuring that the rapid urban integration of the Greater Bay Area balanced aggressive economic goals with carbon neutrality and marine conservation.
Transitioning from active policymaking back to research and education, Loh holds a prominent academic position at the Hong Kong University of Science and Technology (HKUST). Serving as an Adjunct Professor in the Division of Environment and Sustainability and the Chief Development Strategist for the HKUST Institute for the Environment, she mentors the next generation of climate leaders. Beyond her local teaching, she extends her academic reach globally by leading specialized courses on non-market risks and international climate politics at the UCLA Anderson School of Management.
Loh balances her academic duties with high-level corporate governance and global thought leadership. She remains heavily integrated into the private sector as a board member for major sustainable corporate entities, including Towngas Smart Energy, New Forests, and the Global Maritime Forum. Additionally, she serves as Senior Advisor to the global consulting firm Teneo and acts as the Asia Society’s Scholar in Residence. Through these multi-faceted platforms, Loh continues to actively drive the discourse on green finance, global ESG standards, and the complex geopolitical dynamics of US-China climate cooperation.
