The wisdom of the crowd: AGI and The Millennium Project

In August 2026, The Millennium Project released Future AI–AGI: Issues, Governance, Scenarios, perhaps the most comprehensive expert overview yet on the most consequential challenge humanity has ever faced. The report synthesizes the views of 55 leading AI thinkers, including Sam Altman, Demis Hassabis, and Elon Musk, on 22 critical questions, and incorporates an assessment of 40 potential regulations by 335 futurists, diplomats, and experts from 65 countries. Its central message is one of profound urgency: the world is currently on the road to making a "fatal mistake" by ignoring AGI governance.
A Fork in the Road
The report frames the arrival of AGI as a pivotal fork in the road. Within the next few years, we may confront multiple artificial intelligences more capable than ourselves. These systems could manage much of the infrastructure of civilization, freeing humanity to invent the "next great saga of human existence". Or, if we get the initial conditions wrong, they could leave us behind, "as the Neanderthals were left behind". Both futures are possible, and which one we get depends on decisions being made now.
Stuart Russell, author of the world's leading AI textbook and one of the 55 experts whose views appear in the report, puts the stakes bluntly: "Failure to solve the AGI governance problems before proceeding to create AGI systems would be a fatal mistake for human civilization. No entity has the right to make that mistake".
Five Scenarios for 2035
The report is organized into three parts.
Part 1 addresses critical issues and the views of leading AI developers.
Part 2 examines potential national and international governance approaches.
Part 3 presents five detailed global scenarios for how the transition to AGI could unfold by 2035.
These scenarios are designed to give policymakers, business leaders, and citizens the understanding they need to manage these issues with wisdom, nationally and internationally, while there is still time.
The Millennium Project's work builds on earlier research on the transition to AGI, which has been presented to the Council of Presidents of the United Nations General Assembly. The project has advocated for the establishment of a UN-level AGI agency and the urgent need for coordinated national and international action. As Jerome C. Glenn, the report's lead author, stated: "If we get the initial conditions of AGI right, it could usher in the greatest advance in human capability in history. If we get them wrong, there may be no second chance. This report is about getting them right".
