From autonomous intelligence, surveillance, and reconnaissance to rapid decision-making loops that outpace human cognition, artificial general intelligence is redefining the character of conflict . Yet the integration of AGI into the military domain raises profound ethical questions about accountability, control, and the nature of human judgement in warfare.
A New Era of Warfare
The military applications of AI are already reshaping operational planning, targeting processes, and command and control hierarchies. Initiatives like the Royal Australian Air Force's Plan Jericho and the MQ-28 Ghost Bat demonstrate that AI-enabled force design is no longer theoretical. Adversaries are investing heavily in AI-enabled platforms designed to out-cycle human operators—"if we hesitate, we risk becoming predictable in an age where predictability is vulnerability".
The emergence of agentic AI systems, which function with increasing autonomy, is particularly significant. These systems are being employed in influence operations to engage the cognitive domain through adaptive narrative generation, predictive analytics, and affecting targets' emotional states to alter behavioural outcomes. This "autonomous narrative warfare" represents an emergent, defining feature of contemporary conflict.
The Command Dilemma
The central ethical question posed by AGI in military strategy is whether AI-powered systems can—or should—replace human commanders. James Johnson's The AI Commander argues that AI cannot remain a passive and neutral force multiplier of human cognition; instead, it will likely become—either by conscious choice or inadvertently—a strategic actor in war. AI will transform the role and nature of human warfare, but not necessarily in the ways most observers expect.

Leadership in this environment requires commanders who understand not just what AI can do, but what it will demand of us—operationally, ethically, and culturally.
