The digital ground: how AGI could revolutionize global land registries

Land is the primary source of human conflict, yet nearly half the world's countries lack functional land registration systems. As AGI advances, it offers unprecedented opportunities to document, map, and govern land—but only if we build the governance frameworks to ensure its use is just, transparent, and inclusive.

The Land Registration Gap

Land registries are a pillar of state capacity essential for private investment, job creation, and social stability. Yet the global landscape is starkly uneven. According to the International Federation of Surveyors (FIG), only 30 to 50 countries worldwide have operational cadastral systems. Another 50 countries are in the process of establishing one. The remainder—approximately 90 countries—do not have a land registry system and lack the funds to establish one. The World Bank confirms that fewer than a third of countries maintain land records digitally, and only two in Africa (Rwanda and South Africa) have done so.

The consequences are profound. Without formal property rights, individuals are excluded from credit markets, investment opportunities, and legal protections. As the United Nations Commission on Legal Empowerment highlighted, approximately four billion people worldwide still lack sufficient legal protection. Land disputes arise from inadequate laws, conflicts between customary and formal systems, and limited judicial capacity. These disputes take over 35 distinct forms—from boundary conflicts and inheritance disputes to multiple land sales and discriminatory access.

The AGI Opportunity

AGI offers transformative potential across the land registration lifecycle:

  1. Mapping and Documentation: Foundation models for satellite imagery can generate general-purpose descriptions of images taken from satellites, enabling land use classification at a fraction of previous computational costs. Combining AI with blockchain technology offers a secure, tamper-proof ledger where every land ownership transaction is recorded, accessible to all stakeholders.

  2. Dispute Resolution: Over 100 courts worldwide have adopted Online Dispute Resolution (ODR) platforms. The integration of AI into ODR can streamline case management, predict outcomes, and offer insights that aid in dispute resolution—making justice accessible to those who cannot afford traditional legal channels.

  3. Conflict Mediation: Agent-based modeling using LLMs can facilitate collective decision-making in land management. Research has demonstrated that LLM-driven simulations can effectively address conflicts by ensuring diverse perspectives are represented and considered, with evolving priorities around trust, transparency, and sustainability.

  4. Crisis Response: In displacement and disaster contexts, informal land rights often determine who can live where. Initiatives like LandLedger use narrative-led, AI-enabled approaches to document informal tenure, making visible the land relationships of vulnerable communities.

The Governance Imperative

The integration of AGI into land governance raises profound challenges. AI can entrench existing biases, exclude informal tenure systems, and concentrate power in the hands of those who control the technology. As one analysis warns, AI automation of intellectual functions constitutes an "enclosure of economically relevant intellectual capacity"—a digital enclosure that mirrors historical land enclosures.

A Justice-First Pluralist Framework must embed fairness, procedural legitimacy, and ecological sustainability as constitutive conditions for governing land registration systems. In contexts like the Danish regulation of nature-protected areas, AI-driven solutions must be co-designed with domain experts to align with practical needs. For rural land management in China, LLM-driven agent-based models can help achieve consensus in collective decision-making by ensuring diverse stakeholder perspectives are represented.

A Shared Horizon
