The justice constraint: AGI and the Justice-First Pluralist Framework

The dominant narrative of AGI governance has been dominated by a single question: how do we make the technology safe? A new framework argues that this framing is dangerously incomplete. Safety without justice is not safety at all. The Justice-First Pluralist Framework (JFPF), introduced by Pascal Stiefenhofer and Cafer Deniz in Challenges, embeds fairness, capability expansion, relational equality, procedural legitimacy, and ecological sustainability as constitutive conditions for governing intelligent systems. It is not a set of optional values but an integrated architecture of constraints—a feasibility boundary that must be respected before efficiency or surplus can be pursued.

The Five Pillars

The framework's normative force arises through mutual reinforcement. As the authors write: "Distribution without capability is hollow; capability without equality risks domination; equality without procedure lacks legitimacy; procedure without ethical substance becomes empty form; and all pillars without ecological grounding collapse into unsustainability".

The Intelligence-Constrained Production Function

The JFPF is operationalized through a computational instantiation called the Intelligence-Constrained Production Function (ICPF). The model links three instrumental parameters—AGI efficiency (A), governance quality (H), and externalization intensity (ξ)—to three justice indicators: ecological load, fairness, and legitimacy.

  2. The Local Justice–Global Externality Paradox: Fairness improvements at local scales can fail to prevent burdens from being displaced elsewhere. A region that reduces its ecological footprint may simply export its pollution to another jurisdiction.

  3. The Coordination–Concentration Paradox: Stronger governance oversight enhances legitimacy up to a point, beyond which centralization erodes it. The institutions designed to guide AGI can themselves become instruments of concentrated power.

Why This Matters

The JFPF's central insight is that justice-compatible AGI outcomes do not arise spontaneously. The simulation demonstrates that under a wide range of parameter variations, the system's natural trajectory is toward ecological overshoot, inequality, and concentrated power. Ethical and sustainable outcomes require deliberate design, anticipatory governance, and institutional calibration to the safe and just operating space for humanity.
