Shanghai's AGI "Silicon Valley" vision

From a dedicated AI neighbourhood with 400 startups to a world-class conference drawing Nobel and Turing laureates, Shanghai is executing the most ambitious state-backed bid for AGI dominance since Silicon Valley defined the personal computing era—and it is working.
A City Built for AGI
For decades, when the world thought of technological innovation, one destination was inevitable: Silicon Valley. Today, other regions are staking their claim, and one of the most ambitious moves is coming from China. Shanghai has launched a project to transform Zhangjiang in Pudong into its own Silicon Valley of artificial intelligence. The goal is as concrete as it is monumental: create an ecosystem with 1,000 new AI companies by 2030, reach an industrial volume of 100 billion yuan, and build a globally influential innovation centre.
This is not mere aspiration. Since opening in September 2023, the Shanghai Foundation Model Innovation Center (SMC) in Xuhui District has become a futuristic hub for AI innovation, with nearly 400 startups setting up shop. Think of it as the Silicon Valley of the future—only faster, denser, and designed for AI from the ground up. At its heart is a full-stack platform that allows researchers and companies to build everything in-house—from chips to models—without needing to rely on foreign suppliers.
The Numbers Tell the Story
The scale of Shanghai's AI ambition is staggering. By 2025, Shanghai's AI enterprises had surpassed 10,000, employing nearly 300,000 people—one-third of China's total AI workforce. The city's AI industry scale exceeded 637 billion yuan in 2025, growing 39.5% year-on-year. In the first quarter of 2026, the AI industry grew 29% with profit growth of 65%. The integrated circuit industry, the foundation of AI hardware, surpassed 460 billion yuan in 2025, doubling in just five years.
Over 255 AI firms and 34 certified large AI models now operate from the SMC zone, making it one of the most talent-rich AI communities in the world. Over 90% of the teams behind these startups come from top global universities or leading tech firms, and 80% are building industry-specific AI tools.
The Policy Infrastructure
Shanghai's approach is not merely financial. It offers a distinctive "service-oriented government" ecosystem. The city provides not just money but "roads and grain"—the infrastructure and resources developers actually need to build. The government operates a "challenge-and-grant" model where public bodies and large companies post technical problems and startups compete to solve them for funding.
The "Modu Space" (模速空间) incubator in Xuhui exemplifies this ecosystem: a company that requests computing power in the morning can connect with a team in the same building by the afternoon to begin debugging. The industrial AI model "Baigong" was rapidly iterated in this collaborative environment and eventually deployed across nearly 100 leading manufacturing enterprises including ZPMC and CSSC.
Open source is a defining feature of Shanghai's AI landscape. Local enterprises such as StepFun and MiniMax have announced open-sourcing their large models to global developers and enterprises, while Shanghai has actively built a full-chain open-source ecosystem. The city is also developing a long-term talent pipeline: Shanghai now hosts 250,000 AI professionals, with engineers under 30 comprising over 60% of the workforce. The Shanghai Innovation Institute, established just a year ago, has already gathered over 800 doctoral students in partnership with 31 universities and research institutions.
The World Stage: WAIC 2026
The 2026 World Artificial Intelligence Conference (WAIC) in Shanghai was the highest-profile edition in nine years, gathering thousands of scientists, experts, entrepreneurs, and investors from around the globe. Attendees included Turing Award laureates Yoshua Bengio, Gilles Brassard, and Yao Qizhi, Nobel laureate Omar M. Yaghi, and "Silicon Valley godfather" Kevin Kelly.
The conference captured the defining debates of the AGI era. Turing Award winner Richard Sutton argued that today's large models are "not native intelligence" and that AI must move from the "human data era" to the "experience era"—learning through action and feedback, not just text. Yao Qizhi cautioned that while AI appears powerful, it may not represent the endpoint of intelligence.
Two concepts dominated the agenda: intelligent agents that move AI from answering questions to executing tasks, and physical intelligence that takes AI beyond the screen into the real world of gravity, friction, and materials. At the heart of both is the world model—AI's ability to simulate reality in its own "mind" and predict consequences. The conference also showcased over 60 humanoid robot models, signalling the transition toward operational embodied AGI.
The Shanghai AI Lab: Driving the Science Frontier
The Shanghai Artificial Intelligence Laboratory is the intellectual engine of this vision. At WAIC 2025, Director and Chief Scientist Zhou Bowen articulated the lab's dual mission: breakthrough AGI foundational theory and leverage AGI to drive scientific revolution. The lab unveiled major breakthroughs across seven areas: general-specialised model integration, scientific discovery platforms, embodied intelligence technologies, and security architectures.
The lab's "general-specialist integration" (通专融合) framework, proposed by Zhou Bowen, represents a distinctive Chinese approach to AGI—combining broad general capabilities with deep domain expertise rather than pursuing generality at the expense of depth. The lab also hosted a landmark dialogue between Geoffrey Hinton and Zhou Bowen at WAIC 2025, bringing together Eastern and Western perspectives on AGI's future.
The GFN Context
For Global Future Nexus, Shanghai's AGI vision represents both a model and a governance challenge. The city's systematic approach—combining infrastructure, talent, policy, and research—demonstrates how AGI development can be integrated into a coherent national strategy.
Moreover, it also answers questions that GFN's mission is designed to address: How do we ensure that AGI development serves planetary sustainability, not just national competitiveness? How do we build cross-border trust when AGI capabilities are concentrated in competing national ecosystems? Could Shanghai full-chain open-source ecosystem be the start of the answer?
Shanghai's ambition is not merely to participate in the AGI era but to define it. As one developer at the SMC put it: "This isn't just about building models. It's about building the future". Whether that future serves human flourishing or merely national advantage depends on the governance frameworks we build now—across borders, across sectors, and across the boundaries of intelligence itself.
