  • Short Bio / Excerpt:

Dr. Alex Liyang Tang is a highly distinguished international macroeconomist, green finance specialist, and public policy expert who currently serves as the Regional Advisor on Green Finance at the United Nations Economic and Social Commission for Asia and the Pacific (UN ESCAP). Operating at the high-level intersection of climate finance, monetary policy, and multilateral cooperation, Dr. Tang has established a global reputation for driving sustainable infrastructure development and green capital frameworks across the Asia-Pacific region. His career is defined by senior leadership postings within major central banking systems, regional macroeconomic research organizations, and world-class international think tanks.

Dr. Tang cultivated his formidable academic and analytical foundation within China and the United States’ most elite economics programs. He pursued his higher education at the Tsinghua University School of Economics and Management, ultimately earning his Doctor of Philosophy (PhD) in Economics. To anchor his research within global macroeconomic theories, he also spent a vital tenure as a Visiting PhD Student in Economics at Columbia University in the City of New York from 2012 to 2013. This intense academic immersion equipped him with a deep, technical understanding of international monetary flows, developmental economics, and financial stability models.

Upon completing his doctoral studies, Dr. Tang funneled his expertise directly into high-level policy research and institutional advisory roles. From late 2016 to mid-2017, he operated as a Think-Tank Researcher at the Center for New Structural Economics at Peking University, led by the former Chief Economist of the World Bank, Justin Yifu Lin. In this capacity, he spearheaded deep-dive applications of new developmental frameworks to advise local governments and developing third-world nations on optimal infrastructure scaling. His exceptional capability to convert structural economics into practical governance strategies quickly paved the way for his entry into central banking.

Dr. Tang spent nearly five years as a Principal Staff member at The People's Bank of China (PBOC) in Beijing, navigating rigid central monetary frameworks. His proven expertise in regional fiscal planning later led to his strategic deployment as an Economist with the ASEAN+3 Macroeconomic Research Office (AMRO) in Singapore, where he directed multi-country macroeconomic surveillance and financial vulnerability tracking from 2022 to 2024. He subsequently returned briefly to the PBOC until late 2025, operating as the Coordinator for Policy Research and Dialogue, Capacity Building, and Technical Assistance.

In January 2026, Dr. Tang assumed his current high-level diplomatic and advisory mandate as the Regional Advisor on Green Finance (P4 Position) at UN ESCAP in Bangkok, Thailand. In this executive capacity, he steers the organization's overarching green finance agenda, providing crucial technical assistance, capacity building, and policy dialogue models to member states. By aligning international climate finance metrics with localized macroeconomic realities, Dr. Tang plays a leading role in helping regional governments design resilient, low-carbon capital markets and sustainable funding mechanisms to support long-term carbon neutrality.
