Short Bio / Excerpt:
Ir Francis Nathanael Sootoo is an eminent civil engineer, infrastructure master planner, and transport planning expert who serves as the Vice President of Consulting Business for SYSTRA Asia and Board Director of SYSTRA MVA Hong Kong. With more than 35 years of international expertise in traffic engineering, mega-transit hub coordination, and sustainable urban transport solutions, Sootoo has solidified his reputation as a key architecture leader shaping modern infrastructure networks across Asia, the Middle East, and Europe. Holding elite fellowship distinctions across several global engineering bodies, his career focuses on bridging large-scale institutional real estate with highly optimized public mass transit systems.
Sootoo’s professional trajectory began in the public service sector in the United Kingdom, where he managed critical urban networks. He initially sharpened his operational skills as a public servant for the Royal Borough of Kensington and Chelsea in London, overseeing dense traffic network optimization and municipal transit management. Following this formative European experience, he migrated his technical focus to Asia in 1994, embedding himself deeply within the rapid development of Hong Kong’s capital logistics and transit-oriented frameworks.
A prominent pioneer of Transit-Oriented Development (TOD) and the "Rail plus Property" urban strategy, Sootoo’s expertise lies in aligning regional land use with structural transportation models. Throughout his extensive tenure, he has overseen the project management of large-scale government and private sector transit initiatives across Hong Kong, Macau, and Mainland China. His technical portfolio covers a massive array of critical capabilities, including future mobility planning, smart city multi-modal transport connectivity, catchment accessibility analysis, and designing data-verified transport master plans to optimize funding and long-term project execution.
In addition to his corporate execution at SYSTRA, Sootoo is a dedicated advocate for alternative infrastructure funding models and regional economic growth. He serves as the Chairman of the Institution of Public Private Partnerships (IPPP) and the Vice Chairman of the International Belt and Road Committee under the China Real Estate Chamber of Commerce Hong Kong and International Chapter (CRECCHKI). Through these leadership platforms, he advises governments and private conglomerates on using Public-Private Partnerships (PPPs) to achieve sustainable mobility, promote regional connectivity, and utilize real estate assets to finance modern public transportation architectures.
Today, Sootoo operates at the forefront of the green transition as a Certified ESG Planner (CEP®) and a Professor-level Senior Engineer of Highway Engineering under the Guangdong Institution of Engineers. He maintains a strong presence within the academic and civic space, serving as an advisor on the HKTDC Infrastructure Development Advisory, the Development Bureau Review Panel, and as a mentor for The Hong Kong Polytechnic University's "INSPIRE" Mentorship Programme. His multidisciplinary approach continues to ensure that Asian cities scale up with lower carbon emissions, smarter connectivity, and highly liveable urban environments.
