WAIC 2026: AI's defining moment

From a record-breaking exhibition and 300 global product debuts to the establishment of the world's first intergovernmental AI organization, the 2026 World Artificial Intelligence Conference in Shanghai marked a pivotal shift—AI is no longer a laboratory curiosity, but a real-world force reshaping industries, governance, and daily life.

A Conference of Unprecedented Scale

From July 17 to 20, 2026, Shanghai hosted the eighth World Artificial Intelligence Conference and High-Level Meeting on Global AI Governance—the most consequential WAIC in its history. Under the theme "AI Partnership for a Brighter Future," the conference shattered records with its exhibition area surpassing 100,000 square meters for the first time. More than 1,100 exhibitors showcased over 3,000 exhibits, with more than 300 products making their global debuts.

The event drew over 1,400 speakers and guests from China and around the world, with representatives from 102 countries and international organizations in attendance. More than 140 forums featured 9 Nobel and Turing Award laureates, including Yoshua Bengio, Geoffrey Hinton, and Richard Sutton. The scale of this gathering, the most expansive in WAIC's history, reflects a strategic pivot: AI's transition from theoretical breakthroughs to "batch deployment" across industries.

The Shifting Focus: From Models to Applications

This year's WAIC marked a decisive shift in the AI industry's trajectory. The conversation moved decisively from parameter scale to real-world deployment. As one industry observer noted, last year everyone talked about model size and technical architecture; this year, the focus is on application and actual implementation.

The shift is most visible in two domains: AI agents that deliver tangible outcomes and robots that work alongside humans in real environments.

  1. AI Agents: From Dialogue to Action: The most significant technical trend at WAIC 2026 was the emergence of AI agents capable of planning, reasoning, and completing complex tasks with minimal human intervention. The conference's "ten standout exhibits" featured four agentic applications—including Baidu's DuMate, a general-purpose AI agent that can search, write code, conduct research, analyze data, and build applications. The shift from answering questions to accomplishing tasks represents the industry's core transition. Microsoft's WorkBuddy allows users to coordinate multiple AI agents through natural-language instructions, while NVIDIA and Kingsoft demonstrated agents that learn from user behavior over time.

  2. Robots That Work: The conference's humanoid robotics exhibition—the largest in WAIC's history—demonstrated this transition dramatically. Rather than showcasing robots capable of "backflips and parkour," exhibitors emphasized machines that can operate continuously in factories, warehouses, and homes. A recreated new-energy vehicle production line featured robots working on lithium batteries, vehicle lamps, wiring harnesses, and gearboxes with precision down to 0.01 millimeters.

One standout exhibit featured six robots collaborating for 15 hours to construct a Great Wall model from 80,000 building blocks—a demonstration of coordinated, goal-oriented behavior rather than mere athletic display. The industry's message is unmistakable: robots are no longer for "talent shows" but for delivering genuine economic value.

The Compute Infrastructure Shift

Beneath the visible applications lay a critical infrastructure transformation. The conference placed unprecedented emphasis on computing systems that support AI deployment. Huawei unveiled its Atlas 950 SuperPoD—16 computing cabinets equipped with 1,024 Ascend AI processors that can operate together as a single system. Sugon debuted China's first fully domestic 100,000-accelerator AI supercluster, the Sugon 8000.

As the industry moves from model training to agent deployment and real-time robotics, the competition is extending beyond single-chip performance to include interconnect efficiency, software stacks, cluster reliability, and operational capacity. This trend is reflected in the conference's organization: the intelligent computing track was established for the first time, attracting over 200 domestic computing power companies.

A New Era of Global Governance

Perhaps the most significant announcement of WAIC 2026 was not technological but institutional. Representatives from 29 countries signed the Agreement on the Establishment of the World Artificial Intelligence Cooperation Organization (WAICO)—the world's first intergovernmental international organization dedicated to AI, with its headquarters permanently based in Shanghai. United Nations Secretary-General António Guterres attended the signing ceremony.

The conference's Chair's Statement articulated a new paradigm for AI governance based on international solidarity, collaboration, and multilateral cooperation. Key principles included a people-centered approach to AI development, efforts to bridge the global AI divide between developed and developing nations, and integration of AI with sustainable energy systems. China announced it would provide 5,000 AI training opportunities for developing countries over the next five years and establish international AI application cooperation centers.

The conference also released the "Global AI Governance Index (2026)" and the "International AI Ethics Governance Action Plan"—practical frameworks for translating governance principles into implementable standards. The formation of WAICO reflects a recognition that AI governance cannot be left to a single country or company—it demands inclusive, multilateral architecture.

A New Benchmark for the Industry

The conference's scale reflects the industry's maturation. The exhibition attracted over 400,000 in-person visitors, with organizers estimating intent-based procurement agreements reaching approximately 20 billion yuan (US$2.8 billion). The Shanghai municipal government announced 32 key AI project signings, representing a total contract value of 40.9 billion yuan.

WAIC 2026 also introduced the inaugural WAIC-Academic, an international academic conference chaired by Turing Award winner Yao Qizhi. This addition fills a gap in China's independent high-end AI academic forums and features 284 global paper submissions.
