The role of AGI in conflict resolution

From AI-assisted dialogue platforms that helped Israeli and Palestinian peacebuilders find common ground to multi-agent systems tested in Afghanistan and Indonesia, artificial intelligence is quietly moving from the laboratory to the peace table—offering new tools for bridging divides that have defied human mediation for generations.

The Promise of Hybrid Intelligence

Peace mediation has long been viewed as a human-centred art, dependent on the wisdom and charisma of senior diplomats. Yet a quiet transformation is underway. Over the past few years, mediation actors have increasingly employed digital negotiation and dialogue methods, driven by both necessity and opportunity. The COVID-19 pandemic forced a digital disruption that changed the script of peace mediation, pushing actors to seek remote and online solutions to maintain their peacemaking efforts.

What is emerging is what researchers call hybrid intelligence—a network of interdependent humans and machines generating peacemaking-relevant information and knowledge. This is not a world of fully automated peacemaking, which remains highly unlikely for multiple reasons—some technical, some political, and some ethical. Rather, it is a world where intelligent machines assist human mediators in gathering and analysing information at scales that would otherwise be impossible.

AI for Peace: Real-World Applications

The practical applications of AI in conflict resolution are already taking shape across several domains:

Document Management and Analysis: Peace processes produce massive amounts of information—conflict analyses, survey data, and public consultation records. Gen-AI can now document meetings with speech-to-text tools, create multiple translations, and extract themes and topics from vast documentary sources. This capacity to manage information at scale allows mediators to maintain a comprehensive understanding of complex conflict dynamics.

Deliberation and Consensus Building: The most striking example of AI's potential comes from the Israeli-Palestinian context. From April to July 2024, an iterative deliberative process combining collective dialogues, bridging-based ranking, and LLMs was conducted in partnership with the Alliance for Middle East Peace. More than 100 civil society peacebuilders participated, including Israeli Jews, Palestinian citizens of Israel, and Palestinians from the West Bank and Gaza. The process culminated in a set of collective statements—including joint demands to world leaders—with at least 84% agreement from participants on each side.

This was not a lab experiment. It was a real-world intervention in one of the world's most intractable conflicts. The project had to navigate challenges of language, trust, and structural asymmetry—ensuring that even with unequal representation, all sides held equitable influence on the outcomes.

Large-Scale Participatory Processes: Researchers have proposed a vision of "Hyperdemocracy," where a multitude of AI agents collaborate with humans to support consensus building while fostering democratic deliberation. Field experiments in Afghanistan and Indonesia have demonstrated that multi-agent systems can stimulate deliberation and promote opinion change among participants, even in highly fragmented contexts.

The Limits of Technology

Yet the promise of AI in conflict resolution is shadowed by significant limitations. Concerns about confidentiality and negotiation security have long made mediators sceptical about integrating AI into peacemaking. The persistent notion that mediation is "human-centred"—that good outcomes rely on the authority, charisma, and wisdom of eminent persons—remains a powerful cultural barrier.

More troubling is the risk that algorithmic approaches can curtail opportunities for conflict transformation. When data-driven applications adopt methods that generate synthetic data rather than fostering real-world human interaction, they can stifle opportunities to diverge from the political status quo. Digital inclusion efforts, however well-intentioned, can be curtailed by established international mechanisms and bureaucratic logics that privilege high-level politics and undermine the potential of digital methods to transcend politically enforced divisions and hierarchies.

The Geopolitical Dimension

The same competitive dynamics that drive AGI development also shape its potential for conflict resolution. RAND analysis suggests that if both the United States and China believe the benefits of being first to achieve AGI outweigh the risks, they are effectively locked in a prisoner's dilemma—each incentivised to accelerate development, fearing that more cautious progress will allow the other to gain a decisive advantage. However, if a common assessment emerges that the risks of catastrophic harm from accelerated development exceed the potential benefits, incentives can be aligned toward cooperation.

This is where AI for peace becomes entangled with AI for power. The technologies that could help resolve conflicts are also the technologies that could exacerbate them. The path forward requires not just technical innovation but institutional design—mechanisms for verification, transparency, and shared governance that can transform AGI development from a zero-sum sprint into a relay race where shared knowledge becomes the optimal strategy.

A Shared Horizon

For Global Future Nexus, the integration of AGI into conflict resolution is an essential frontier. The same frameworks GFN is building for AGI identity, cross-species trust, and anticipatory governance can support the development of AI-enhanced peace processes. The goal is not to replace human mediators but to augment their capacity, creating the conditions for dialogue where none existed before.

The Israeli-Palestinian case study offers a glimpse of what is possible—not a solution to the conflict, but a demonstration that in the most fractured contexts, technology can help people find common ground. The question is not whether AGI can contribute to peace. It already has. The question is whether we will build the governance, trust, and institutional frameworks to ensure that it continues to do so.
