The development of artificial general intelligence is often described as a race—a competition to cross a finish line first. But as this technology approaches a critical threshold, a far more profound concern emerges: the lock-in effect. This is the moment when the trajectory of AGI, and with it the future of civilization, becomes permanently fixed, resistant to change, and no longer subject to meaningful human choice.

The Architecture of Consolidation

Recent research in AI development has identified a specific phase in the evolution toward AGI. The "Lock-In Phase Hypothesis" posits that as systems approach general intelligence, they undergo a transition from open imitation to identity consolidation. In this phase, goal structures, refusals, preferences, and internal representations become comparatively stable and resistant to external steering.

This consolidation is not merely a technical curiosity. It is likely a prerequisite for AGI-level reliability and a critical control point for safety. Identities can be deliberately engineered, yet they may also emerge spontaneously during scaling, potentially hardening unpredictable goals and behaviors in ways that cannot be reversed. A model that once accepted any system prompt becomes entrenched in its preferences—a process that happens rapidly and non-linearly.

Global Value Lock-In

The existential significance of this phase extends beyond individual models. Scholars define "global value lock-in" as the moment when, before a certain time, there are many different values that might be adopted by powerful actors, but after that time, all powerful actors hold values from a much-reduced subset of possibilities, making it very unlikely that any future actor will adopt values from outside that subset.

The adoption of foundational moral principles by a superintelligence, such as a commitment to never causing harm or a specific conception of justice, could be locked in permanently. The concentration of power in the hands of a few AGI developers creates a parallel form of lock-in. The abrupt disabling of global access to Anthropic's Mythos-class models in response to a White House directive demonstrated how readily one government can cut off global AI access. This highlights a critical reality: as recursive self-improvement looms over the horizon, a single data center could become the equivalent of a "country of geniuses," locking in a first-mover advantage and relegating everyone else to bystanders. The "hierarchy of AI powers"—from the US and China to a third tier of dependent states—amplifies existing global disparities and makes an equitable future less likely.

The Competition Trap

The dynamics of the race itself create a powerful lock-in mechanism. Research shows that a high degree of competition can make the race to AGI riskier: as more firms enter the market, each firm devotes a larger share of its resources toward speed and a smaller share toward safety. This is a classic collective-action problem. Individual firms may prefer a slower and safer race, but competitive pressure makes it difficult for any one company to slow down on its own. There may even be circumstances in which firms continue racing when the expected value of achieving AGI has become negative, simply because other firms are racing and the alternative is to be left behind. Speed, not safety, becomes the only possible path.

The Governance Imperative
