The technology is here. The disruption has been declared. Yet the world has not transformed. OpenAI CEO Sam Altman, who spent three years telling anyone who would listen that AGI-driven disruption was imminent, has finally admitted he was wrong. "The economy just has so much inertia," he confessed on a recent podcast. The source of the slowdown is not a failure of the technology, but a feature of human society itself.

Bottom-up reality is shaped by employee dread: fears of job losses, the loss of critical thinking skills, and a profound distrust of technology executives. In frontstage settings, employees may comply with AI mandates to manage impressions. In backstage settings, they engage in informal critique, "clowning" AI tools, or finding ways to circumvent them.
This tension is what the World Economic Forum calls a "capability overhang"—a significant gap between what AI systems can technically do and how they are actually used in practice. The same forces that made electrification, mechanisation, and digitisation transitions bumpy are now operating on a compressed timeline. Instead of a smooth transition, progress arrives in bursts: long periods of hesitation and debate, followed by sudden, rapid normalisation once benefits become undeniable.
The Quiet Erosion
Beyond institutional resistance lies a more subtle form of inertia: the risk that humans will reshape themselves to make it easier for machines to understand them. Researchers call this "robotoid humanness"—a gradual shift in communication style, and ultimately identity, driven by repeated interaction with AI systems designed to feel social. The danger is not that we will be replaced by machines, but that we will slowly adjust ourselves to fit what AI can handle.
The Governance of Inertia
The inertia that slows adoption is not irrational. It evolved to stabilise societies. But as Sam Altman discovered, and as the Millennium Project's AGI governance report has warned, the gap between what is technically possible and what societies are willing to adopt is widening. When institutions designed for slow change are confronted with exponential change, the mismatch itself becomes the true bottleneck.
