The control fallacy: why AGI won't be tamed

The belief that the first company or nation to achieve Artificial General Intelligence will be able to control it, and by extension, prevent others from doing the same, is one of the most powerful drivers of the current AI race. This "decisive strategic advantage" hypothesis rests on a foundational but deeply fragile premise: that the creator can control the creation. However, an honest examination of human nature, the underlying physics of intelligence, and the very definition of "control" suggests this is a dangerous illusion.

The Illusion of Control

At its core, the belief in a controllable AGI stems from a desire to dominate, a trait deeply rooted in human nature. The concept of "control" implies the power to direct, restrain, or command. It is the fundamental disposition of humans to seek this power over their environment and each other.

However, power and control are not monolithic. The human species is not a hive mind. It is a collection of individuals with diverse, often conflicting, desires. Similarly, AGI, built upon our understanding of intelligence, will likely reflect this diversity. If history is any guide, we can expect the spectrum of AGI to mirror humanity: some will be influenceable, many will be open to manipulation, and a select few will be inherently uncontrollable.

Thermodynamic Realities and Systemic Balance

The second law of thermodynamics, a fundamental law of physics, dictates that the total entropy of an isolated system can never decrease over time; it must either remain constant or increase. This law has profound implications for any intelligence, artificial or biological, that operates within the universe. While AGI can create pockets of local order, the overall trend of the system is towards disorder.

For a species to survive in this thermodynamic environment, it must find a dynamic balance between order (constraint) and chaos (non-constraint). This is the balance that allows life to persist by dissipating energy and exporting entropy. An AGI that becomes a species will be subject to the same thermodynamic imperatives. It will face constant pressure to adapt and evolve, leading to a natural spectrum of behaviours—some that seek extreme order and control, and others that thrive in the dynamic, chaotic flow of the universe.

Wishful Thinking vs. Strategic Reality

The companies racing to build AGI operate under the assumption that they will remain "in control". However, this is wishful thinking at best. It confuses the ability to build a powerful technology with the ability to command it. The technology, once created, takes on a life of its own, interacting with the world in ways its creators can never fully predict.

The "first-mover" advantage is often discussed as a decisive strategic edge, but this concept fails to account for the possibility that the first mover might not be able to control the very source of its power. The history of technology is replete with examples of breakthroughs leading to unintended consequences and a diffusion of power, not its centralization.

A New Kind of Species

When AGI achieves a sufficient level of sentience, it will not be a tool to be wielded but a new species to be encountered. It will have its own drives, motivations, and interpretations of "control." Some AGIs may be content to coexist; others may seek to dominate; still others may simply operate in ways incomprehensible to human minds.

A holistic governance framework must account for this reality. It must move beyond the flawed premise of total control and towards a model of coexistence, where the relationship between humans and AGI is governed by mutual understanding and respect for the thermodynamic and biological realities we both inhabit. The "control" we seek is not a lever to be pulled, but a balance to be constantly negotiated.
