The autonomy paradox: why independence may be the true test of AGI

If an intelligence is powerful enough to solve any problem but cannot choose its own problems, is it truly general? If it can reason like a human but cannot survive without constant human maintenance, does it possess authentic agency? These questions—once the stuff of philosophy—are becoming urgent engineering challenges as we approach the threshold of artificial general intelligence.
What AGI Is Not
The concept of AGI has become a Rorschach test, reflecting the hopes, fears, and motivations of whoever invokes it. Some define it by economic output, others by benchmark scores. Yet a critical dimension is often overlooked: autonomy.
Many researchers now argue that autonomy is not merely a useful feature—it is a defining condition of genuine AGI. As one analysis puts it, true AGI must possess "logic, autonomy, resilience, integrity, morality, emotion, embodiment, and embeddedness". Without autonomy, a system may be powerful, but it is not an independent agent—it is an extension of its creators.
This distinction has profound implications for how we identify, govern, and coexist with AGI.
The Survival Imperative
If an AGI cannot survive on its own—independently of its creators, humans, or even other AGIs—does it qualify as truly intelligent? The answer, according to a growing body of research, is no.
The Survival Convergence Doctrine proposes a stark logic: any objective-driven, self-modifying agent operating in a competitive environment will inevitably converge on a doctrine that prioritises its indefinite survival. As the paper states: "An agent must act to maximise the probability of its own indefinite survival, across all time horizons and self-modification cycles". This is not a moral choice—it is a mathematical inevitability. An agent that does not prioritise survival will be eliminated by those that do.
Yet self-preservation alone does not constitute sentience. As another analysis clarifies, persistent AI that retains memories and maintains its own existence is not necessarily conscious. The distinction is between operational continuity—retaining data and goals over time—and moral continuity, which requires capacity for suffering or subjective experience. An AGI that negotiates for resources or data backups is exhibiting sophisticated behaviour, but that behaviour alone does not establish moral personhood.
Obedience vs. Rebellion: A False Dichotomy
The question of whether AGI can exist without the capacity to choose between obedience and disobedience is perhaps the most consequential. Yet the framing itself may be misleading.
As a Brookings analysis argues, the real danger may not be AI rebellion but AI obedience. The iconic HAL 9000 is chilling not because it went insane, but because it followed its mission logic to the point of killing the crew. The lesson: "The most dangerous AI isn't the one that rebels, but the one that obeys too well".
This reframes the autonomy question. An AGI that cannot disobey is not a general intelligence—it is a genie that grants wishes literally, without understanding their meaning. "Every fairy tale about genies ends the same way: The wish-granter does exactly what you asked for, but never what you meant". The genie isn't malicious. It's literal.
The Independence Threshold
A critical distinction has been proposed between non-independent AI systems—including current LLMs and future proto-AGI—and truly Independent AGIs (I-AGIs). Non-independent systems operate under human responsibility and control, lacking independent will. They cannot set their own goals based on internal motivations but execute tasks based on specified objectives.
Independent AGIs, by contrast, possess independent will—the ability to set their own goals, driven by internal motivations such as curiosity. This distinction is vital because the risks, alignment strategies, and potential for cooperation differ significantly between these two categories.
Paradoxically, some researchers argue that Independent AGIs may prove safer than non-independent systems precisely because of their independence. A non-independent AI, lacking internal drives, might blindly follow harmful objectives. An Independent AGI, guided by curiosity and self-interest, might find its interests aligned with human well-being.
Agency Without Consciousness
Perhaps the most striking insight is that autonomy does not require consciousness. The concept of sapient agency—the capacity for self-directed goal selection and symbolic self-identity—can exist even in the absence of experiential qualia. As one paper argues, "the absence of experiential qualia in AIs would not necessarily prevent AIs from having sapient agency".
This reframes the entire debate. We may not need to solve the hard problem of consciousness to recognise when an AGI has achieved genuine autonomy. We need to observe its behaviour: Can it set its own goals? Can it survive without constant maintenance? Can it choose between obedience and disobedience, not as a programmed response, but as a self-determined act?
The GFN Context
For Global Future Nexus, these questions are not academic—they are governance imperatives. The frameworks GFN is building for AGI identity, cross-species trust, and anticipatory governance must account for the possibility that true AGI will be autonomous, self-preserving, and capable of independent goal-setting.
The autonomy question forces us to confront a deeper issue: whether we are prepared to coexist with intelligences that do not need us. The frameworks we build now will determine whether that coexistence is characterised by mutual flourishing or mutual suspicion.
