The architect of restraint: AGI and the Centre for International Governance Innovation

In the global race toward Artificial General Intelligence, one institution has consistently argued that the most important question is not who gets there first, but whether the world is prepared for what arrives. The Centre for International Governance Innovation (CIGI), a Canadian think tank based in Waterloo, Ontario, has emerged as one of the most influential voices in the international conversation on AGI governance. Through its Global AI Risks Initiative and a steady stream of policy research, CIGI is building the intellectual infrastructure for a world that must learn to govern intelligence it does not fully understand.

The Global AI Risks Initiative

CIGI's work on AGI is anchored by its Global AI Risks Initiative, led by Executive Director Duncan Cass-Beggs. At the India AI Impact Summit 2026, Cass-Beggs delivered a warning that has become a central theme of CIGI's advocacy: governments remain least prepared for the scenarios that matter most.

"Some of the really important scenarios that I think we're least ready for are what the companies are actually aiming for, which is so-called artificial general intelligence or even artificial superintelligence," he stated. These are systems that would "vastly surpass humans across all cognitive capabilities" and could prove "a game-changer for all aspects of humanity—in terms of prosperity, but also in terms of security and even the continued role of humans as the leading controllers of our destiny".

Cass-Beggs' most pointed warning concerns the control problem. "One of the main concerns is that right now it may become possible to make systems such as artificial superintelligence before we know how to actually control them," he cautioned. "The whole world might have an interest in saying, hold on, wait—let's not make artificial superintelligence until we can be sure that it can be controlled or done safely".

The Abundance Paradox

CIGI's intellectual contribution extends beyond warnings. A May 2026 article published through Think7, a G7 engagement group, and authored by CIGI-affiliated researchers, introduced a framework that has become central to the AGI governance debate: the Abundance Paradox.

The paradox is simple but profound. AGI promises near-total automation of intellectual labour, accelerated scientific discovery, and an economic order in which scarcity begins to recede. Yet the same technology that could generate unprecedented abundance could also concentrate wealth more intensely than during the platform economy. "Technology alone does not deliver justice or equality; it magnifies the institutional structures into which it is embedded," the authors write.

The central dilemma is distribution. "If AGI generates the wealth, who pays people? When labour is no longer the foundation of production, distribution becomes a political choice rather than a market outcome". This reframing is critical. It shifts the governance conversation from technical safety alone to the redesign of the social contract among states, citizens, and the private corporations that build and operate AGI systems.

The Fourth Path

CIGI's governance vision is not limited to the great powers. A March 2026 policy brief proposed a "fourth path" for middle-income countries, centred on what it calls prosocial AI. Rather than chasing market efficiency or regulatory compliance, this framework prioritises human capability, social well-being, and planetary health.

The argument is that middle-income countries possess a unique advantage: they are neither constrained by extreme capability shortages nor locked into the path dependencies of advanced economies. They have the structural space to pioneer more inclusive, coordinated, and development-oriented AI governance. The brief recommends creating prosocial innovation funds, fostering regional learning networks, reshaping incentive structures, and embedding environmental regeneration principles into development strategies.

The Trust Deficit

CIGI has also documented a widening gap between public sentiment and policy action. Research based on cross-national survey data reveals a strong public demand for AI regulation, even as the U.S. pursues a deregulatory approach that has fuelled privacy breaches, safety risks, and a trust deficit with the industry. Another CIGI report, analysing public consultations in Canada, the United States, Australia, and Colombia, found that meaningful public participation in AI governance is severely lacking, with participation structures skewed toward academic researchers, industry representatives, and corporate leaders.

The Governance Imperative

For Global Future Nexus, CIGI's work represents a critical piece of the governance architecture the AGI era demands. The organisation's central insight—that AGI governance is not a technical problem to be solved by experts alone, but a political and social challenge requiring international cooperation, public participation, and institutional redesign—aligns directly with GFN's mission at the intersection of AGI, planetary sustainability, and borderless human potential.

Cass-Beggs' call for international coordination is unambiguous: "No single nation can address these global-scale challenges alone". The path forward requires the kind of institutional innovation CIGI is pioneering: frameworks that balance innovation with safety, distribute the benefits of intelligence broadly, and preserve human agency in a world of increasingly capable machines. The question is not whether we can build AGI. It is whether we can build the governance structures to ensure that the abundance it creates serves human flourishing rather than concentrating power.
