The AGI arms control gap

From killer robots to recursive self-improvement, the military applications of AGI are outpacing the international rules meant to contain them—creating an arms control gap that threatens strategic stability on a global scale.

A New Kind of Arms Race

In July 2026, UN Secretary-General António Guterres stood before the first Global Dialogue on AI Governance in Geneva and delivered a stark warning: autonomous weapon systems—"killer robots"—must be banned under international law. His call reflected a growing consensus: the military applications of artificial intelligence are advancing faster than the institutions designed to regulate them.

As Robin Geiss, director of the United Nations Institute for Disarmament Research (UNIDIR), warned at Tsinghua University in Beijing: "Machine warfare is coming". AI is reshaping military operations on a grand scale, driven by autonomous weapon systems and an unprecedented acceleration in the pace of battle. The combination of proliferation pressures, superpower tensions, and AI's destabilising impact on the entire system creates what Geiss called a "dangerous" global security environment.

The core challenge is structural. As a Chatham House analysis concluded, international AI governance has failed not due to a lack of foresight, but because the current political economy of AI makes coordination "close to impossible".

The Anatomy of the Gap

The gap manifests across multiple dimensions.

  1. First, speed. The internet took fifteen years to reach a billion people. AI reached that milestone in two. Military doctrine, by contrast, moves at the pace of diplomatic negotiation—measured in years, not months.

  2. Second, concentration. Computing power, data, and talent are concentrated in a handful of companies and countries. The US accounts for 75% of computing power among the world's top 500 AI supercomputers; China holds 15%. As Guterres warned, the digital divide threatens to harden into an AI divide—and that divide into "a development gap, a security gap and a sovereignty gap".

  3. Third, dual-use ambiguity. AI itself is not a weapon; it is an "enabling technology, like electricity, that flows into civilian and military systems alike". This makes traditional arms control approaches—which rely on distinguishing weapons from civilian technologies—fundamentally inadequate.

  4. Fourth, verification failure. Anthropic has compared the challenge of managing AI to nuclear arms control treaties—but argued the problem is far more complex. Training powerful AI systems is "far easier to conceal than building missile facilities". Traditional monitoring and verification methods are ineffective against intangible, dual-use technologies.

The Geopolitical Deadlock

The barriers to cooperation are formidable.

The US and China, the dominant AI powers, "prioritize national advantage over cooperation". Middle powers struggle to close an ever-widening AI capacity gap. International institutions lack enforcement power and technical capacity. Private investment dwarfs state capacity. And allies and rivals "disagree over basic facts".

The fear of aiding the enemy is a major obstacle: states fear that any restrictions they impose "will give an advantage to enemies who do not behave with the same degree of responsibility".

UNIDIR's Geiss conceded that a global convention on regulating AI for military use is "unrealistic in the current geopolitical climate". However, he noted that countries broadly agree on core principles: international humanitarian law must apply to AI weaponry, human control over the use of force must be maintained, and nuclear command and control must remain strictly outside AI's ambit.

Yet even this narrow consensus is eroding. The November 2024 US-China commitment that humans must control nuclear decisions has remained "broad and declaratory" rather than "specific, verifiable or binding"—and the gap between its symbolic weight and operational content "has widened".

The Crisis Scenario

History suggests that durable governance regimes rarely emerge through foresight alone. The Chernobyl disaster catalysed international nuclear safety norms. The 2008 financial crisis produced the Financial Stability Board. WannaCry strengthened national cyber authorities.

As a Chatham House analysis argues, rapid progress toward global AI governance may only become possible "when the costs of inaction become too great for governments and companies to ignore". An AI crisis—whether from financial system failure, autonomous weapons misuse, or loss of control over an AI system—could create an opening for cooperation that previously seemed impossible.

But waiting for crisis is not a strategy. UK Foreign Secretary Yvette Cooper has argued that international agreements on nuclear weapons only came after the world witnessed their "terrifying power"—and warned: "We cannot afford to wait for an AI equivalent of Hiroshima before we act".

The Path Forward

Despite the deadlock, pathways exist. The US-China intergovernmental AI dialogue, launched after the Trump-Xi summit in May 2026, offers a modest channel for technical exchange. Industry analyst Paul Triolo suggests the dialogue could establish a "crisis management mechanism" with "red lines around AI-enabled cyber operations, biosecurity, autonomous military escalation, model theft, and third-party/non-state actor use".

UNIDIR has proposed a moratorium on crossing critical technical thresholds, defined by scientists. The UN's Independent International Scientific Panel on AI provides a shared evidence base for governance—provided policymakers act before the evidence is obsolete.

The question is not whether AGI will reshape warfare—it already is. The question is whether we will build the institutions to govern it before the crisis forces our hand.
