AGI and the SDGs

With less than four years remaining until the 2030 deadline, the Sustainable Development Goals are far off track—82% remain to be realised. Artificial General Intelligence could be the catalyst that changes that trajectory, but only if governance catches up first.

The Promise: AGI as a Catalyst for the 2030 Agenda

When used responsibly, AI could accelerate progress towards the Sustainable Development Goals by improving healthcare, education, scientific research, agriculture and accessibility for people with disabilities. The United Nations Development Programme estimates that digital technologies could directly support approximately 70% of SDG targets and inform progress on the remaining 30%.

A comprehensive study mapping AGI-related research across subject areas and SDGs reveals that the discourse has diversified significantly into human-centred domains:

  • SDG 3 (Good Health and Well-being): Healthcare

  • SDG 4 (Quality Education): Education

  • SDG 7 (Affordable and Clean Energy): Clean energy

  • SDG 9 (Industry, Innovation and Infrastructure): Industrial innovation

  • SDG 16 (Peace, Justice and Strong Institutions): Public governance

This thematic expansion points to AGI's growing relevance for systemic societal challenges, even if true AGI remains aspirational.

Real-World Impact: Already Happening

The UN Independent International Scientific Panel on AI stresses that these are not future possibilities—they are already happening.

  • Medical breakthroughs: AI has predicted the structures of more than 200 million proteins, accelerated drug discovery, vaccine development and research into antibiotic resistance. Doctors are using AI to detect diseases such as breast cancer earlier, while health workers in developing countries are using AI tools in local languages to improve patient care.

  • Food security: AI-powered early warning systems are helping to identify food insecurity before it becomes a crisis.

  • Education and accessibility: AI is supporting personalised education, mental health support, and making technology more accessible for people with disabilities.

  • Climate and disaster resilience: AI-powered weather forecasting, robotics and geo-AI for disaster risk reduction are being deployed across the developing world.

The Risks: Amplifying Inequality Without Safeguards

Without safeguards, the same technology could deepen inequality, spread misinformation, threaten human rights, disrupt labour markets and place powerful AI systems in the hands of very few governments and companies.

  1. The concentration problem: The United States possesses around three-quarters of the computing power behind the world's top AI supercomputers. Access remains heavily concentrated in developed countries.

  2. The accountability gap: A survey of 112 papers on agentic AI for social good found that 73% specified no geographic context. Papers aligned with institutional and social-policy SDGs specified geography only 13% of the time. Only 25% reported any real-world deployment or small-scale test. Claims of social good do not establish accountability to the communities a system claims to serve.

  3. The environmental cost: The energy-hungry data centres which power AI are contributing to greenhouse gas emissions.

The Governance Imperative

With less than four years remaining until the 2030 deadline, if AI is to accelerate progress toward the SDGs, governments must build institutions capable of guiding technical breakthroughs for sustainability.

The Digital Education for Impact Alliance (DEFIA) has called for ensuring that AI and AGI development supports human wellbeing, aligns with the SDGs, and serves society as a whole—with boundaries that benefit the whole of humanity rather than serving narrow commercial or geopolitical interests.

A significant proposal has emerged: integrating existing governance approaches into a hybrid framework by introducing a new SDG 18 on Responsible and Inclusive AI for Sustainable Development. This would offer a politically feasible, soft-law mechanism to align AI innovation with societal well-being, global equity and sustainability. Designed as a pervasive Goal across the SDGs, it would embed human-centric values, environmental stewardship, and collaborative governance into AI oversight.

The UN's first Global Dialogue on AI Governance in July 2026 marked a turning point, bringing together Member States to discuss international approaches to responsible AI governance. Transparency, accountability, and human oversight were identified as essential elements of responsible AI governance.

The Path Forward: From Promise to Reality

The relationship between AGI and the SDGs is not automatic—it must be actively shaped. As the UN panel warns, the window to establish effective global governance remains open but may not stay that way for long.

Key priorities include:

  • Anticipatory governance: Addressing challenges in cross-sectoral data interoperability, infrastructure readiness, equitable funding distribution, and regulatory oversight

  • International cooperation: Building capacity in developing countries to narrow the digital divide and ensure AI benefits all nations, not just the privileged few

  • Accountability frameworks: Moving from abstract claims of "social good" to context-specific, participatory, and accountable deployment

  • Digital public goods: Making open AI datasets available as digital public goods, focusing on Zero Hunger, Affordable and Clean Energy, Climate Action, Life on Land, and Reduced Inequalities

As the UN Secretary-General has stated, AI could supercharge efforts to achieve the 17 Sustainable Development Goals by 2030—but all this depends on AI technologies being harnessed responsibly, and made accessible to all, including the developing countries that need them most.

The question is not whether AGI can accelerate the SDGs—it can. The question is whether the world will build the governance architecture to ensure that acceleration is equitable, accountable, and sustainable.
